Small Budget Niche Market Online Media Buyer

We are looking for someone who specializes in buying online media for small-budget clients (total spend likely less than $50,000). The segment is late teens/young adults. This is part of an integrated campaign that includes offline DM and other tactics. Missing piece is the media buying. Want to maximize budget and reach the teen influencers, of course.
