Can Spam Act 2003

Could you please let me know if the CAN SPAM ACT 2003 relates just to companies in US, or any company which is sending email throughout the US? How this ACT affect the state laws, which prohibit spam?

    So far most feedback has been the CAN SPAM ACT is unenforceable due to lack of resources. There will probably have to be another solution to the spam problem.
